Fined While Staying at or Visiting a Hotel?
Hotel car parks across the UK—including Premier Inn, Travelodge, Ibis, Holiday Inn, Mercure, Hampton by Hilton, Marriott, and Leonardo Hotels—are almost always managed by private parking companies such as Horizon Parking, ParkingEye, APCOA, Euro Car Parks, UKPC, Smart Parking, and Britannia Parking.
These operators use Automatic Number Plate Recognition (ANPR) cameras to clock vehicles arriving and departing. If you were a paying guest, restaurant customer, or conference attendee, you have an exceptionally high win rate (over 90%) of having the charge completely cancelled.
Landowner Cancellation Mandate & BPA Code Clause 17
Hotels are the contracting principal (landowner) and retain full legal authority to instruct their parking contractor to cancel any ticket issued to genuine guests, conference visitors, or dining patrons.
Step 1: The Direct Hotel General Manager Method (Highest Success Rate)
Do not immediately pay the parking company or panic. The fastest and most effective way to overturn a hotel parking fine is directly through the hotel:
- Gather Proof of Your Stay / Visit:
- Hotel booking confirmation email (showing dates, guest name, and room reservation number).
- VAT folio invoice issued at check-out.
- Bank/credit card transaction showing room payment, breakfast, or bar/restaurant spend (e.g. Beefeater, Brewers Fayre, Thyme Bar at Premier Inn).
- Contact the Hotel Directly (Manager or Guest Relations):
- Visit the reception desk if local, or call the hotel directly and ask to speak with the General Manager (GM) or Front of House Manager.
- For Premier Inn: Contact the specific hotel or Whitbread Guest Relations quoting your booking reference.
- For Travelodge: Submit a message via the Travelodge Customer Support portal or directly contact the hotel duty manager.
- For Ibis / Accor / Holiday Inn (IHG): Provide your loyalty/reservation number directly to the hotel management.
- Request Landowner Cancellation:
- Explain politely that you were a genuine guest/customer and provide your Parking Charge Notice (PCN) number and vehicle registration.
- Hotel managers have dedicated direct-access portals (or a direct liaison email) with Horizon, ParkingEye, or Euro Car Parks to whitelist guest vehicles and cancel tickets immediately.
Step 2: Keying Error & Touchscreen Tablet Glitches
A huge percentage of hotel parking fines occur because of reception check-in tablet issues:
- Minor Keying Errors (Typo Protection):
- Under BPA Code of Practice Section 17 and IPC Code Section 13, if you made a minor keying error when typing your number plate into the reception tablet (such as typing the letter
Oinstead of the digit0, or transposing two letters), private parking operators are prohibited from pursuing a £100 charge. - If challenged, the operator must cancel the charge.
- Under BPA Code of Practice Section 17 and IPC Code Section 13, if you made a minor keying error when typing your number plate into the reception tablet (such as typing the letter
- System Synchronization & Offline Glitches:
- Hotel tablets frequently lose WiFi connection or suffer software sync errors, failing to upload registered guest plates to the parking operator's cloud server.
- When you have proof of check-in or an overnight booking, the failure of the hotel's terminal is a frustration of contract for which the guest cannot be penalised.
Step 3: Additional Statutory Defences
If the hotel refuses or cannot cancel the fine directly, you can appeal directly to the parking operator and independent adjudicator (POPLA for BPA members or IAS for IPC members):
- The 14-Day POFA Delivery Rule: If the ticket arrived in the post via ANPR camera and you did not receive a windscreen ticket, the Notice to Keeper must be delivered within 14 days of the parking event under POFA 2012 Schedule 4 Paragraph 9(4). Day 15 or later invalidates keeper liability.
- Early Check-In / Late Check-Out Grace Periods: If you arrived 15–20 minutes before official check-in to unload luggage or were delayed at check-out, operators must honor mandatory consideration and departure grace periods under trade association rules.
- Drop-Off and Luggage Collection: If you entered the car park solely to pick up or drop off a staying guest, luggage, or elderly/disabled passenger, you are entitled to a reasonable grace and consideration period without entering into a paid parking contract.
Step 4: Hotel Guest Appeal Letter Template
If you need to submit a formal written challenge to the parking company, use our tested template below:
Hotel Guest Parking Fine Appeal Template
Dear Appeals Department,
Re: Parking Charge Notice PCN Number Vehicle Registration: VRM
I am writing as the registered keeper to formally dispute the above Parking Charge Notice issued at Hotel Name, Location on Date of Alleged Contravention.
The driver was a bona fide guest / visitor at Hotel Name on the date in question. Attached to this representation is verifiable documentary proof of patronage, including Hotel Booking Confirmation / VAT Checkout Invoice / Restaurant Receipt - Booking Ref: XXXXXX.
The vehicle was lawfully parked under the express licence and authority granted to hotel patrons. Any failure of the registration terminal at reception (including system transmission delays or minor keying errors) constitutes a frustration of contract and does not establish a breach of terms under Section 17 of the Accredited Code of Practice.
Furthermore, as the hotel management possesses primary landowner authority over this site, I request that you cancel this parking charge notice immediately and confirm cancellation in writing.
If you choose to reject this appeal, you must issue a formal Notice of Rejection containing details and a valid verification code for the independent appeals service (POPLA / IAS).
Yours faithfully,
