Contravention Code 01: Parked in a Restricted Street

How to appeal PCN Contravention Code 01 for parking on single or double yellow lines during prescribed hours.

Understanding Contravention Code 01

Code 01 is one of the most frequently issued council parking tickets in the UK. It applies to vehicles parked on a single or double yellow line during operational hours.

Common Defences for Code 01

  1. Continuous Loading or Unloading: Unless there are kerb chevron markings (blips) prohibiting loading, motorists are legally entitled to stop on single or double yellow lines for up to 20 minutes to load or unload heavy or bulky goods.
  2. Passenger Boarding / Alighting: Stopping briefly to allow a passenger (especially elderly, disabled, or young children) to safely board or exit the vehicle is an absolute exemption under Traffic Regulation Orders.
  3. Faded or Non-Compliant Yellow Lines: Under the Traffic Signs Regulations and General Directions 2016 (TSRGD 2016), yellow lines must have clear T-bar terminal markings and be unbroken. Substantial degradation invalidates the restriction.
  4. Missing or Obscured Timeplates (Single Yellows): Single yellow lines must have visible, legible timeplates stating the hours of control within reasonable distance. If the sign was missing, vandalised, or overgrown with foliage, the restriction is unenforceable.
